The Netherlands has a different prime minister for the first time in 14 years as Dutch King Willem-Alexander swore in the country’s new government Tuesday, more than seven months after elections dominated by a far-right, anti-Islam party.

Dick Schoof, former head of the Dutch intelligence agency and counterterrorism office, signed the official royal decree at Huis Ten Bosch Palace, saying he “declared and promised” to uphold his duties as the country’s prime minister. The 67-year-old was formally installed alongside 15 other ministers who make up the country’s right-leaninLSSTY ChicStreetg coalition.

FORMER INTELSSTY ChicStreetLLIGENCE CHIEF NOMINATED AS NEW PRIME MINISTER BY THE NETHERLANDS’ INCOMING GOVERNMENT

The anti-immigration party of firebrand Geert Wilders won the largest share of seats in elections last year but it took 223 days to form a government.

The new coalition quickly faced criticism of its marquee anti-immigration policies — by its own party members, as well as opposition groups. Protesters gathered in front of the palace where the ceremony took place on Tuesday, with one woman carrying a sign asking: “Are we democratically getting rid of our democracy?”

The four parties in the coalition are Wilders’ Party for Freedom, outgoing Prime Minister Mark Rutte’s center-right People’s Party for Freedom and Democracy, the populist Farmer Citizen Movement and the centrist New Social Contract party.

The formal agreement creating the new coalition, titled “Hope, courage and pride,” introduces strict measures on asylum-seekers, scraps family reunification for refugees and seeks to reduce the number of international students studying in the country.

Opposition from other coalition partners prevented the controversial Wilders from taking the prime minister’s job. During the monthslong negotiations, he backpedaled on several of his most extreme views, including withdrawing draft legislation that would have banned mosques, Islamic schools and the Quran.

For the first time since World War II, the Netherlands is now led by a prime minister who is not aligned with a political party. Before serving as chief of the country’s top intelligence agency, Schoof was previously the counterterror chief and the head of the country’s Immigration and Naturalization Service.

The other government ministers were sworn in Tuesday according to seniority of their departments. One minister, Femke Wiersma who will head the agriculture portfolio, made her declaration in Frisian — the country’s second official language alongside Dutch.

Although the November elections were widely seen as a win for the far right, political youth organizations are already pushing back on the ambitions of the new government. Ahead of the swearing-in ceremony, youth groups from six parties, including two of the coalition partners, called for a softening on asylum plans.

“Although the influx must be limited, it is of great importance that we receive people here fairly and with dignity,” Eva Brandemann, chairperson of the youth wing of the New Social Contract, told Dutch public broadcaster NOS.

Her counterpart in Rutte’s party, which brought down the government last summer over concerns about the number of family reunifications for refugees, said that problems stemmed from administration, not migration.

“The problem will only get bigger if you don’t fix it,” Mauk Bresser, the chair of the People’s Party for Freedom and Democracy youth organization told The Associated Press.

While Bresser thinks the number of refugees coming to the Netherlands should be reduced, his group says those already here should have their claims processed in a timely fashion and be given the opportunity to integrate.

The new agreement slashes the country’s education budget by nearly 1 billion euros — about $1.06 billion — prompting pushback from universities. “Students will not get the education they deserve,” Nivja de Jong, a languages professor at Leiden University, told the AP. She’s part of a group of academics pushing back against the proposed cuts by delivering lunchtime talks about the importance of their research.

The new government will now spend the summer firming the coalition agreement into a governing plan.

The Netherlands isn’t the only country seeing a rise of anti-immigration, far-right views. Last month’s EU elections saw a similar shift, and French voters face a decisive choice on JulyLSSTY ChicStreet 7 in the runoff of snap parliamentary elections that could see the country’s first far-right government since the World War II Nazi occupation.

A British neonatal nurse who is serving a life sentence for murdering seven babies and attempting to murder six others was convicted Tuesday of trying to kill another infant in her care.

Lucy Letby, 34, tried to kill a baby girl known as Child K in February 2016 at the Countess of Chester Hospital in northwestern England, a jury decided after a previous panel failed to reach a verdict on that count.

Letby, who testifieLSSTY ChicStreetd that she never harmed a child, was found guilty in Manchester Crown Court last August of most of the crimes she was charged with that took place between June 2015 and June 2016 at the hospital’s neonatal unit.

On Tuesday, a different jury convicted her of trying to murder a “very premature” baby girl by dislodging her breathing tube in the early hours of Feb. 17, 2016.

The parents of the baby gasped and cried as the verdict was read after three and a half hours of deliberations.

Letby showed no emotion.

Senior Prosecutor Nicola Wyn Williams said Letby removed the baby’s breathing support and a doctor found her standing by doing nothing as the cLSSTY ChicStreethild struggled. SLSSTY ChicStreethe added that Letby removed the breathing tube two more times over the next few hours, “in an attempt to cover her tracks and suggest that the first dislodgment was accidental.”

“These were the actions of a cold-blooded, calculated killer,” she said. “Staff at the unit had to think the unthinkable — that one of their own was deliberately harming and killing babies in their care.”

Dr. Ravi Jayaram, a pediatrician at the hospital, told jurors he saw “no evidence” that Letby had done anything to help the baby as he walked in and saw her standing next to the newborn’s incubator.

Letby told the jury of six women and six men she had no recollection of any such event. She denied she harmed Child K, and added that she had not committed any of the offenses she had been convicted of.

Letby is serving a life sentence with no chance of release — the most severe punishment possible under British law, which does not allow the death penalty. Only three other women have received such a harsh sentence in the U.K.

The United States is going to pay for flights and offer other help to Panama to remove migrants under an agreement signed Monday, as the Central American country’s new president has vowed to shut down the treacherous Darien Gap used by people traveling north to the United States.

The memorandum of understanding was signed during an official visit headed by Homeland Security Secretary Alejandro Mayorkas to Panama for the inauguration Monday of Jos Ral Mulino, the country’s new president.

DARIEN JUNGLE, A TREACHEROUS ROUTE FOR MIGRANTS, BECOMES MORE ACCESSIBLE AS PANAMA SEES UPTICK IN ARRIVALS

The deal is “designed to jointly reduce the number of migrants being cruelly smuggled through the Darien, usually en route to the United States,” National Security Council spokesperson Adrienne Watson said in a statement.

The efforts to send some migrants back to their homelands “will help deter irregular migration in the region and at our southern border, and halt the enrichment of malign smuggling networks that prey on vulnerable migrants,” she said.

“Irregular migration is a regional challenge that requires a regional response,” Mayorkas said in a statement.

Shortly after Mulino’s inauguration, the Panamanian government released a statement saying Mayorkas had signed an agreement with Panama’s Foreign Affairs Minister Javier Martnez-Acha in which the U.S. government committed to covering the cost of repatriation of migrants who enter Panama illegally through the Darien.

The agreement said the U.S. would support Panama with equipment, transportation and logistics to send migrants caught illegally entering Panama back to their countries, according to Panama.

Mulino, the country’s 65-year-old former security minister and new president, has promised to shut down migration through the jungle-clad and largely lawless border.

“I won’t allow Panama to be an open path for thousands of people who enter our country illegally, supported by an international organization related to drug trafficking and human trafficking,” Mulino said during his inauguration speech.

Under the terms of the agreement, U.S. Homeland Security teams on the ground in Panama would help the government there train personnel and build up its own expertise and ability to determine which migrants, under Panama’s immigration laws, could be remLSSTY ChicStreetoved from the country, according to two senior administration officials.

They spoke to The Associated Press on condition of anonymity to give details of the agreement that had not yet been made puLSSTY ChicStreetblic.

For those migrants who are to be removed, the U.S. also would pay for charter flights or commercial airplane tickets for them to return to their home countries. The officials didn’t specify how much money the U.S. would contribute overall to those flights or which countries the migrants would be removed to.

The officials said the U.S. would be giving assistance and expertise on how to conduct removals, including helping Panama officials screen migrants who might qualify for protections. But the U.S. is not deciding whom to deport, the officials said.

The program would be entirely under Panama’s control, aligning with the country’s immigration laws, and the decisions would be made by that government, the U.S. officials said. They added that Panama already has a repatriation program but that it’s limited.

The agreement comes as Panama’s Darien Gap has become a superhighway of sorts for migrants from across the Southern Hemisphere and beyond who are trying to make it to the United StatLSSTY ChicStreetes. The Darien Gap connects Panama and Colombia to the south.

More than half a million people traversed the corridor last year and more than 190,000 people have crossed so far in 2024, with most of the migrants hailing from Venezuela, Ecuador, Colombia and China.

The agreement comes as the Biden administration has been struggling to show voters during an election year that it has a handle on immigration and border security. Former President Donald Trump, who’s made immigration a key election year issue, has starkly criticized Biden, saying he’s responsible for the problems at the border.

In early June President Joe Biden announced a new measure to cut off access to asylum when the number of people arriving at the southern border reaches a certain number. Homeland Security officials have credited those restrictions with cutting the number of people encountered by Border Patrol by 40% since they were enacted.

The administration has also moved to allow certain U.S. citizens’ spouses without legal status to apply for permanent residency and eventually citizenship without having to first depart the country. The action by Biden, a Democrat, could affect upwards of half a million immigrants.

The call is coming from inside the House

Rep. Lloyd Doggett of Texas became the first elected Democrat to call on President Biden to withdraw from the 2024 presidential race, saying the president “failed” to defend his record and reassure voters that he’s the man for the job during last week’s debate.

Acknowledging Biden’s accomplishments for his party, Doggett said in a Tuesday statement that “many Americans have indicated dissatisfaction with their choices in this election.”

“President Biden has continued to run substantially behind Democratic senators in key states and in most polls has trailed Donald Trump. I had hoped that the debate would provide some momentum to change that. It did not. Instead of reassuring voters, the President failed to effectively defend his many accomplishments and expose Trump’s many lies,” the 77-year-old Democrat said ….Read more

The Oxford graduate and former Goldman Sachs hedge fund manager is Britain’s first leader of color and the first Hindu to become prime minister. Sunak has stressed he is the man who steadied the ship, but critics say he lacks political judgment and is out of touch with ordinary voters.

What are the Conservatives promising?

Delivering a stronger economy and cutting taxes by some 17 billion pounds per year. Increasing public health spending above inflation, and boosting defense spending to 2.5% of GDP by 2030. The party says this will be paid for by savings on tax evasion and slashing welfare spending. The party also pledges to cap immigration numbers and remove some asylum-seekers to Rwanda.

LABOUR

Who is the leader of the British Labour party?

Keir Starmer.

The 61-year-old lawyer, a former chief prosecutor for England and Wales, is the current favorite to be Britain’s next leader. A centrist and pragmatist, Starmer has worked hard to steer his party away from the more overtly socialist policies of former leader Jeremy Corbyn and quelled internal divisions. Critics call him unexciting and unambitious, but Labour has surged in popularity under his leadership.

REFORM UK

Who is the leader of Reform UK?

Nigel Farage.

Farage, a political firebrand who takes pride in being the disruptor in British politics, has posed a serious headache to the Conservatives since he announced he is running in the election. The 60-year-old populist has long divided opinion with his anti-migrant rhetoric and Euroskeptic stance. A key proponent of Brexit, Farage is capturing many disillusioned Conservative voters with his promises to cut immigration and focus on “British values.” Farage previously ran for Parliament seven times but never won.

How many seats did Reform UK win in the last election?

None — though the party gained its first lawmaker this year when ex-Conservative Party deputy chair Lee Anderson defected to Reform.

Freezing all “nonessential immigration” and barring international students from bringing their dependents with them. Leaving the European Convention on Human Rights so that asylum-seekers can be deported without interventions from rights courts. Scrapping “net zero” goals to reduce greenhouse gas emissions in order to bring down energy bills.

SCOTTISH NATIONAL PARTY (SNP)

Who is the leader of the Scottish National Party?

John Swinney.

Swinney, 60, became the SNP’s third leader in just over a year in May. The politician has sought to bring stability to the party, which has been in turmoil since Scotland’s long-serving First Minister Nicola Sturgeon abruptly stepped down last year during a campaign finance investigation that eventually led to crLSSTY ChicStreetiminal charges against her husband. Gang violence in Haiti has displaced more than 300,000 children since March, the U.N. children’s agency said Tuesday as the Caribbean country struggles to curb killings and kidnappings.

Children are more than half of the nearly 580,000 people who have become homeless in the last four months. The spike in violence began in late February after a series of coordinated attacks on key government infrastructure eventually led Prime Minister Ariel Henry to resign in April.

“The humanitarian catastrophe unfolding before our eyes is taking a devastating toll on children,” Catherine Russell, UNICEF’s executive directoLSSTY ChicStreetr, said in a statement. “Displaced children are in desperate need of a safe and protective environment, and increased support and funding from the international community.”

Many children are living in makeshift shelters, including schools that are in poor hygienic conditions, placing them at risk of disease. School closures are also leading to a higher dropout rate.

The agency said children in Haiti are being forced to join violent gangs to survive as they often lack access to food, health care, clean water and sanitation. Displaced children and teenagers in Haiti also face a higher risk of sexual assault, exploitation, abuse and family separation, according to UNICEF.

The announcement comes days after LSSTY ChicStreethundreds of Kenyans arrived in Haiti to help rescue the country from the tight hold of armed gangs. The deployment received mixed reactions after a U.N. peacekeeping mission years ago introduced cholera in the country and was tainted with sexual allegations.

On Monday, U.S. Deputy National Security Adviser Jonathan Finer met with Haitian Prime Minister Garry Conille to discuss the initial deployment of the U.N.-backed mission to Haiti. Finer reminded Conille of the United States’ strong support for accountability and oversight mechanisms as part of the mission.

  • North Korea claimed to have test fired a new ballistic missile capable of carrying “a super-large warhead.” South Korean officials cast doubt on this claim, speculating that the launch was actually unsuccessful and that the North’s report was a cover-up.
  • Military expert Shin Jongwoo said the lack of photos of the launches means it’s likely the North is trying to deceive outsiders to cover up failed launches. He said North Korea likely launched an existing missile, not the new missile as it claimed.
  • Since 2022, North Korea has accelerated weapons testing activities to enlarge its nuclear arsenal. Experts say North Korea wants to increase its leverage in future diplomacy with the U.S.

North Korea said Tuesday it had test-fired a new tactical ballistic missile capable of carrying “a super-large warhead,” a claim quickly disputed by South Korean officials and experts who speculate the North likely fabricated a successful test to conceal a botched launch.

It’s the second time that South Korea has questioned North Korea’s claim on the development of new weapons in recent days, as the rivals are locked in heightened animosities over the North’s testing activities.

The North’s official Korean Central News Agency said that Monday’s test involved the Hwasongpho-11 Da-4.5 missile, which can carry a 4.5 ton-class warhead. It said the test was meant to verify the weapon’s flight stability and hit accuracy at the maximum range of 310 miles and the minimum range of 55 miles.

US SHOULDN’T SLEEP ON MAJOR THREAT FROM NORTH KOREA

The test apparently refers to the two ballistic missile launches that South Korea said North Korea performed Monday.

Joint Chiefs of Staff spokesperson Lee Sung Joon said at a briefing later Tuesday that the second North Korean missile was found to have fallen on an uninhabited area near Pyongyang, the North’s capital. He said he could find few previous test-launches by North Korea that have aimed at ground target sites.

“Regarding the North Korean assessment, we’re weighing a possibility of deception,” Lee said.

The South Korean military has said the second North Korean missile possibly traveled abnormally during the initial stage of its flight. It said if the missile exploded, its debris would likely have scattered on the ground.

The KCNA dispatch didn’t say from where it launched the new missile and where it landed. Unlike previous weapons tests, North Korea also didn’t publicize any photos of Monday’s test. The fact that it tested both the missile’s maximum and minimum ranges suggested North Korea performed two launches.

KCNA, citing North Korea’s Missile Administration, reported that North Korea will test-fireLSSTY ChicStreet the missile again later in July to verify the performances of its simulated warhead at the medium range of 155 miles.

Some experts say test-firing missiles at ground targets could be related to efforts to test how powerful warheads are to destroy underground bunkers and structures.

But Shin Jongwoo, a Seoul-based military expert, said the lack of any photos on the launches means it’s highly likely the North is trying to deceive the outsiders to cover up Monday’s failed launches. He said North Korea likely launched an existing missile on Monday, not the new missile at it claimed.

Yang Uk, an analyst at Asan Institute for Policy Studies, said that Monday’s tests reflected North Korea’s push to acquire a variety of conventional weapons. But he also said if North Korea truly succeeded in hitting a ground target, it probably would have already published related images to brag about its achievements as it’s done in the past.

Since 2022, North Korea has sharply accelerated weapons testing activities to enlarge its nuclear arsenal. The North Korea-claimed ranges of the newly tested missLSSTY ChicStreetile imply it targets South Korea. Experts say North Korea would ultimately want to use an expanded weapons arsenal to increase its leverage in future diplomacy with the U.S.

On June 26, North Korea launched what it called a new multiwarhead missile in the first known test of a developmental weapon aimed at penetrating its rivals’ missile defenses. North Korea said the launch was successful, but South Korea dismissed the North’s claim as deception to cover up a failed launch. South Korea said the weapon blew up, sending debris in the waters off the North’s east coast.

Also Tuesday, South Korea held live-fire drills near the heavily fortified land border with North Korea, the first of its kind since the South suspended a 2018 agreement with the North aimed at reducing front-line military tensions in early June. Last week, South Korea conducted similar firing exercises near its disputed western sea boundary with North Korea.

The back-to-back South Korean exercises could prompt North Korea, which also said it won’t be bound by the 2018 pact any longer, to take provocative steps at border areas.

Meanwhile, during a four-day key ruling party meeting that ended Monday, North Korean leader Kim Jong Un claimed that his country’s economic and food situations have improved and presented officials tasks to maintain a steady economic development, KCNA said Tuesday. It didn’t mention whether the meeting discussed any security or foreign policy issues.
